States can sub classify SCs for quotas ; top court
A seven Judge constitution bench of the Supreme Court headed by CJI D.Y Chandrachud held that states have a right to subclassify Scheduled Castes ( SC ) notified in the presidential list to provide them with more preferential treatment in public employment and education .
“ The principle of sub classification will be applicable to scheduled castes if the social.position of the constituents among the caste group is not comparable …sub categorisation within a caste is a constitutional requirement to secure substantive equality . ” CJI DY Chandrachud said .
The salient points of SC judgement are :
- Scheduled Castes are not an “ indivisible monolith “ .
- They are a heterogeneous group of caste with varying degree of backwardness .
- The states can further classify them , if there is a rational principle that has a nexus with the purpose of sub classification .
- States have to produce data to support their claim that a sub caste required more beneficial treatment .
Evolve policy to remove quota for SCs , STs in creamy layer , say Judges
Four of the seven judges separately said that the states should extend the “ creamy layer principle “ to scheduled caste and scheduled tribe , as in the case of the OBC category .
It was necessary to exclude affluent individuals and families from the benefit of reservation to make room for the underprivileged under these classes , they said .
They called states to evolve a “ different “ set of criteria to exclude ‘ creamy layer ‘ from the benefit of SC and ST reservations .

Prime Minister takes a dig at China , says India does not believes in expansionism
Vietnamese Prime Minister Pham Minh Chinh is on India’s visit .
PM Narendra Modi and Vietnamese PM held bilateral talks . Indirectly referring to Chinese activities in the South China sea , PM Modi said that India does not support expansionism .
“ We support development , not expansionism in the region . We believe in free open and rule based indo pacific. “ PM Modi said .
The Vietnamese PM sought greater cooperation between the two sides in energy , defence and culture .
He described India as a force of “ stability and prosperity in the Indo Pacific region “ .
The two sides redoubled the importance of ensuring peace , stability , security , safety and freedom of navigation over east China sea and South China sea and a peaceful settlement of disputes based on respecting international law , especially UNCLOS 1982 .” He said,
China and Vietnam have been in dispute over jurisdiction of Sparty Island and Paracel Island in South China Sea .
China claims the entire South China sea as its territory , which has been denied by a previous judgement at the International Court .
TamilNadu fisherman dies in bid to evade arrest by Srilankan Navy
An Indian and Srilankan fisherman from TamilNadu died early on Thursday , after his fishing boat capsized in Srilankan waters ,while resisting arrest by Srilankan Navy patrol vessel .
Two have been arrested by Srilankan Navy . Search is on for the other fisherman .
India summoned senior Srilankan diplomat I. New Delhi and registered its “ strong protest “ over the incident .
Srilankan Navy in a statement said that the Indian boats resorted to “ aggressive manoeuvres’ ‘ in South China sea .
4 dead as cloudburst wreck havoc in Himachal Pradesh
Four persons were killed and forty nine went missing following a cloudburst in Shimla , Mandi , and Kullu district of Himachal Pradesh , where torrential rain left many has left several rivers in a spate .
33 persons went missing after a cloudburst laid to flash flood in Samrej area of Shimla , Seven died near Tikka Taluka village in Mandi , nine persons went missing in flash flood at Malana village in Kullu.
Search and rescue operation is on with the help of NDRF , SDRF . State has called for help from the Army and Air force .
The state is expected to see heavy rainfall in the next 36 hours . CM Sukhvinder singh Sukhu has appealed to people to stay away from rivers and rivulets .

Taking part in discussion on grants for railways in the budget , Railway minister Ashwani Vaishanw said that 2500 general coaches will be added to the railway in coming months .
Apart from this 10,000 additional general coaches would be produced in the foreseeable future , to ensure their smooth availability .

The health Ministry has asked both SAI ( Sports Authority of India ) and BCCI ( Board of Cricket Control in India to bring measures to prevent surrogate advertisement of Tobacco and Alcohol related products by sportspersons .
Surrogate advertisement is a form of advertising that is used to promote products which are banned or limited from advertising , such as cigarettes , alcohol , Guthka etc .

Allahabad HC rejects plea for Shahi Idgah mosque committee
The Allahabad High court on Thursday dismissed the plea filed by Mathura based Shahi Idgah Mosque committee , challenging maintainability of lawsuits about removal of the mosque from the temple area .
The court observed that places of worship act does not define “ religious character “ .And to attack provision under this act religious character must be determined .
Krishna Janmabhoomi – Shahi Idgah mosque dispute remains pending in court , after the Supreme court stayed the survey of the mosque ordered by the High court .

Russia has freed US reporter in prisoner swap , says Turkiye
The Turkish government announced that in one of the biggest East West Prisoner swap since the cold war , a total 26 people from US , Germany , Poland , Slovenia , Norway , Belarus and Russia were involved in the swap .
Wall Street Journal reporter Ivan Greshkovich was detained in Russia in March 2023 , on spying charges in July .
The swap was carried by Turkey’s MIT intelligence service .
Neither the US not Russia has commented on this .
